Libya has no dedicated, generally-applicable data protection statute yet. Relevant obligations currently sit in Law No. 5/2022 on Combating Cybercrime, Law No. 6/2022 on Electronic Transactions, and constitutional privacy protections (Articles 12–13 of the 2011 Constitutional Declaration); the Central Bank of Libya also issued a sector-specific data-protection regulation in 2025 for banks (binding from July 2026). Use a conservative standard: explicit opt-in, minimal data collection and a clear opt-out.
